Guerrilla art in the high desert.

In the spirit of old-school, mysterious, deep-desert art, I'm pondering the installation of some very discreet, low-footprint, solar-powered art pieces on BLM land throughout the Mojave Desert. I can't find any useful info on how to go about this from a permissions point of view. The project in question would take place at 3-5 sites in non-incorporated areas under BLM administration (per this map).

The objects would be solar-powered and installed on single U-channel sign posts. No other digging or land disruption would be required beyond the single post/stake. (Yes, I'm accepting the risk that they could be stolen or defaced.)

How does one go about getting permission for this sort of thing? I've found info on Special Recreation Permits, but I'm not sure if just putting something up and leaving it there counts as "recreation" in the same sense as, like, a proper event with attendees.
